It’s not an “increase”. It’s supposed to prevent a reduction in the value of benefits due to the cost of living.

Legally speaking, it is an "adjustment", resulting in an increase, mandated by the existing statutory law in the Labor Code, but for PR purposes to quell any potential noise over a new benefit increase bill, it is positioned as a "benefit increase".
