If those fines went to the exposed workers, they would be more meaningful and probably more effective deterrents. Alas, the alleged victimized employees who give rise to government fines receive not a dime of them. They are required to take civil action on their own, at their own ridiculous expense, and to prove their damages in order to recover anything. However, most are barred from doing so by the exclusive remedy offered by the government's Workers' Comp. system. Oh well.
