Judge Hill was born in Los Angeles, California, and was admitted to the California State Bar in 1977. Subsequently he joined the firm of Rose, Klein & Marias as an associate applicant’s attorney in 1978. In 1982, he joined the firm of Parker & Dally APC (subsequently Parker & Irwin APC) as an associate defense attorney, and served as President of the firm from 2000-2012. He was sworn as a Workers’ Compensation Judge for the Riverside Workers' Compensation Appeals Board on January 3, 2014.
He received his B.A. in 1972 from the University of Southern California and his Juris Doctorate in 1977 from Loyola University of Los Angeles. He was admitted to practice before the United States District Court, Central District of California on December 5, 1979, and admitted to practice before the United States District Court of Appeals, 9th Circuit on April 3, 1985. Additionally, while in private practice he was deputized Judge Pro Tempore, Workers’ Compensation Appeals Board on December 6, 1984, and served on the Workers’ Compensation Reform Advisory Committee of U.S. Representative (then State Senator) Joseph Baca.
He is a Certified Specialist (currently inactive), Workers’ Compensation Law, The State Bar of California Board of Legal Specialization and formerly a frequent speaker and contributor to the Employers Group and the Council on Education in Management. He is a member of the State Bar of California, formerly San Bernardino County Bar Association and was a member of the California Workers’ Compensation Defense Attorney’s Association.
